Abstract
 

The purpose of this project was to develop information sets useful to solving environmental issues along the U.S.-Mexico border. Information sets were generated under the following headings: (1) data, (2) publications, and (3) abstracts. Data included data sets that were available from agencies and electronically. Publications included information in both scientific and semi-popular format. Abstracts were descriptions of information about geographic and cartographic data and their availability.
 

Introduction
 

The Southwest Center for Environmental Research and Policy (SCERP) has objectives to study environmental issues along the U.S.-Mexico border and to suggest possible policy and management approaches to address these issues. The foundation of any research, monitoring and policy program is the development of a strong data base. This data base should include all appropriate references to information available to environmental issues of concern.

Originally this project was funded to help coordinate GIS programs between the three SCERP universities that had strong GIS laboratories (i.e., Utah, San Diego State, and New Mexico State) and the two that did not (Arizona State, and University of Texas, El Paso). Data generated by projects at the universities without extensive GIS capabilities were to be placed on GIS systems at one of the universities with capabilities. As this project was initiated, it became clear that building a data base at one of the GIS centers only around SCERP data was inadequate for long-term research along the U.S.-Mexico border. There was a greater need to know what other information was available and to make this listing available to SCERP researchers through the Information Center at the University of Utah which handles all SCERP reports.
 

Objectives
 

The objective of this project was to generate lists of data sets and publications that were geographic in nature and relative to environmental issues for the U.S.-Mexico border region.
 

Information Sets
 

Information presented in this report is in three forms. (1) A list of data sets giving the title, institution which produced it, subject, format and/or location (e.g., on the World Wide Web), GIS compatible software, and contact person, (2) a list of publications including author, title, imprint or publisher, and subject matter, and (3) a list of abstracts detailing types of maps and other geographic and cartographic information available through several agencies (e.g., USGS, Agriculture, National Mapping Program).

The three sets of information are arranged by topic in the following sections: Data, Publications and Abstracts.

ABSTRACTS
 

60: The United States Geological Survey National Mapping Program provides a variety of cartographic, geographic, earth science, and remotely sensed data, products and services in support of Federal, State and public interests. These products and services include information about the Earth's natural and cultural features, base maps, and special maps in several scales, digital cartographic data, aerial photographs, and other remotely sensed data.

The production of digital cartographic data and graphic maps comprises the largest component of NMP. Cartographic data are compiled from aerial photographics, other remotely sensed images, historical records, legal documents, and direct field observations and surveys, and comply with standards of content, geometric accuracy, and presentation.
 

62: This coverage contains estimates of agricultural-chemical use in counties in the U.S. as reported in the 1987 Census of Agriculture. Agricultural-chemical use data are reported as either acres on which used, tons or other as a percentage of county area. The agricultural-chemical use data in this coverage is intended for use in estimating regional agricultural-chemical use, and in producing visual displays and mapping relative amounts of agricultural-chemical use across broad regions of the United States.
 

72: Master Environmental Library is a distributed environmental data access system which allows users to search for, browse, and retrieve environmental data from distributed sources. The user selects and zooms in on areas of a grid by entering key parameters.
 

120: The National Mapping Program produces and distributes land use and land cover maps and digitized data for the coterminous U.S. and Hawaii. The interpretations area based on a land use and land cover system developed for use with remotely sensed data. The land use and land cover data were collected from aerial photography acquired by NASA and USGS during the 1970s and 1980s. Manually interpreted land use and land cover polygons were compiled onto 1:250,000-scale USGS base maps. A few areas, including Hawaii, were compiled on 1:1090,000-scale USGS base maps. The land use and land cover maps were then digitized at the scale of the base map used in the original compilation. All maps were based upon the Universal Transverse Mercator projection and the digitized data retains their UTM coordinates. This mapping system is designed to stay compatible with other resource fields such as soils, geology, hydrology, and demographic data sets.
 

121: This data set contains hydrologic units at a scale of 1:2,000,000 for the coterminous U.S. and Alaska. The attributes assigned to each unit follows the 8-digit Hydrologic Unit Code scheme, which has been approved as a Federal Information Processing Standard.

Individual 1: 500,000-scale State Hydrologic Unit maps were photo-reduced to 1:2,000,000-scale. The reduced maps were edge-matched and combined to form 20 sections coincident with 1:2,000,000-scale National Atlas boundaries.
 

397: A digital elevation model consists of an array of elevations for ground positions at regularly spaced intervals. These units are categorized as large scale (7.5 and 15-minute units), intermediate scale (2-arc-second units), and small scale (1-degree units).

Large Scale: The 7.5-minute digital elevation model data are digital representations of cartographic information in a raster form. The DEM's consist of an array of elevations for ground positions at regularly spaced intervals. The data are produced in 7.5- by 7.5-minute blocks either from digitized carographic map contour overlays or from scanned National Aerial Photography Program photographs. The DEM data are stored as profiles in which the spacing of the elevations along and between each profile is 30 meters. The number of elevations between the quadrangle's true north and the grid north of the Universal Transverse Mercator projection coordinate system. The DEM data for 7.5-minute units correspond to the USGS 7.5-minute topographic quadrangle map series for all of the United States and its territories except Alaska.

Intermediate Scale: The 2-arc-second DEM data cover 30- by 30-minute areas which correspond to the east half or west half of the USGS 30- by 60-minute topographic quadrangle map series for the coterminous United States and Hawaii. The 2-arc-second DEM data consist of a regular array of elevations referenced horizontally to the geographic coordinate system of NAD 27 or NAD 83. Elevations are in meteres or feet relative to NGVD 29 in the continental US and local mean sea level in Hawaii and Puerto Rico. Spacing of the elevations along each profile is 2-arc-seconds. The first and last data points are at the integer 15 minutes of latitude. A 15-minute profile, will, therefore, contain 451 elevations.

Small Scale: The 1-degree DEM provides coverage in 1- by 1-degree blocks and is available for all of the contiguous United States, Hawaii, and most of Alaska. The basic elevation model is produced by the National Imagery Mapping Agency using cartographic and photographic sources. The 1-degree DEM consists of a regular array of elevations referenced horizontally on the geographic coordinate system of the World Geodetic System 1984 Datum. Elevation data located on the degree lines correspond with the same profiles on adjoining DEM blocks. Elevations are in meters relative to mean sea level. Spacing of the elevations per profile. The only exception is DEMs in Alaska, where the spacing and number of elevations per profile varies depending on the latitudinal location of the DEM.
 

398-401: The U.S. Geological Survey's digital line graph files are digital vector representations of cartographic information. Data files of topographic and planimetric map features are derived from either aerial photographs or from cartographic source materials using manual and automated digitizing methods.

Large Scale: The large-scale DLG data primarily are derived from USGS 7.5-minute topographic quadrangle maps at 1:24,000 and 1:25,000 scales (1:25,000 and 1:63,360 scales for Alaska).

Intermediate Scale: Intermediate of 100,000-scale DLG data are derived from USGS 1:100,000-scale, 30- by 60-minute quadrangle maps. If these maps are not available, Bureau of Land Management planimetric maps at 1:100,000 scale are used.

Small Scale: Small or 1:2,000,000-scale DLG data are organized two ways (by section or by State/Territory) and contain information on planimetric base categories including transportation, hydrography, and boundaries for all 50 states. The Section DLG data files are historical files dating between 1973 and 1980 organized by sections of the United States. The State/Territory data files are recent files dating between 1990 and 1994 organized by State or Territory.
