Meeting Purpose: Unilateral pursuit of security, development, or environmental quality can be augmented and eventually optimized through binational regional planning.  Only integrated concern for all three sectors by both countries can result in sustainable security, sustainable economic development, and sustainable environmental quality.  The objectives of the ninth convening of the Border Institute policy conference is to broaden the definition of security concerns, to regionalize efforts across the border, and to find areas of mutual benefit.
